Adel plans for growth with new housing

Adel Mayor Buddy Duke recently spoke about new housing as part of the City of Adel’s presentation for a site visit to be designated as a PlanFirst Community.

 

Now that Bear Creek Village has opened with 56 units, other major housing development projects are in the works. Mayor Duke said demographics have shown a need for new housing in the community.

 

The Georgia Department of Community Affairs (DCA) awarded federal housing tax credits for the Bear Creek Village project off of East James Street.

 

Bear Creek Village will mean “56 front doors and 150 to 200 residents with somewhere decent to live,” Mayor Duke said during the project’s ribbon cutting in August 2016. He commended the project’s developer/owner Mark Karras and his wife Patti for tying their success to that of Cook County. “We look for this to be a long-lasting relationship,” Duke said.

 

Karras expressed appreciation to City of Adel officials, the Chamber, and other community leaders for being so supportive of the project. “We’re excited about being able to provide affordable housing for local working families,” he said. “Cities like Adel need this type of housing.” He plans to develop several other similar projects in communities like Adel.

 

Great Southern Contractors of Valdosta, an experienced tax credit contractor, worked on the project.

 

Karras joined Regions Bank and NS State Tax Credit Fund, LLC, as limited partners in the project. Regions Bank and NS State Tax Credit Fund have sold federal and state housing tax credits, respectively, to finance the project. Karras said approval for housing tax credits is a very competitive process and he had been working to bring the Bear Creek Village project to life for three to four years.

 

The complex was built at a cost of $6.5 million. Rental rates for one- to three-bedroom units range from $365 to $490.

 

Improvements by the City of Adel included two connections to the water main to satisfy their looped system, including hydrants, inside of the development. Also, minor drainage improvements were provided to handle water to the creek, and an access road was paved into and adjacent to the complex.

 

The Timbers, a gated community with 132 units, is in the works to improve a currently blighted area in the City of Adel.

 

This complex has been rezoned from R10-Residential to R8-Residential, which will increase the number of units from 12 units per acre to 18 units per acre. The complex will have a walking trail around it. There will be a water main extension for looped lines inside of the complex and for hydrants. There will be access improvement to the property from Highway 37.

 

The project cost is estimated between $5 million and $7 million.

 

The Hutchinson Crossing development will be located on Highway 41 South and by 16th Street.

 

The City of Adel passed a Resolution of Support in June 2015 for the 48-unit complex.

 

The cost is estimated between $6 million and $7 million. The development will have a park, green space and a walking trail, as well as sidewalks and/or streetscapes. The company intends to submit the project in the 2018 funding cycle.

 

The City of Adel and Housing Authority are considering the replacement of 18 public housing units built in the 1950s on what is now MLK Street.

 

Sixty (60) public housing units are located in Adel. Rental assistance is 30 percent of annual income. The units are upgraded on a regular basis and are handled out of Nashville, Ga. The Housing Authority is looking for sites to upgrade and build modern units.
