Landfill, recreation among top priorities for 2016 SPLOST

Adel City Manager John Flythe advised the City Council last week that city officials have met with the County and other local municipalities of Cecil, Lenox, and Sparks regarding the 2016 Special Purpose Local Option Sales Tax (SPLOST) referendum.

 

Flythe presented a spreadsheet outlining the County’s proposal. During a joint meeting on Tuesday, July 5, Adel officials offered to the cities of Sparks, Lenox, and Cecil to at least make them whole with a possible increase between 0 to 20 percent above the amount they received from the 2010 SPLOST allocation.

 

If they agreed, the City of Adel and Cook County would work together to allocate the remaining distribution.

 

Adel Mayor Buddy Duke also presented the Level Two projects being requested for funding, which includes $3.85 million needed for the landfill. This has been identified by all local officials as a top priority.

 

Mayor Duke also recommended making the adjustments needed to make the Recreation Department whole again to receive the same allocation as 2010.

 

Councilman Butch Fausett made a motion to accept the latest proposal provided by the city manager. Councilman Greg Paige seconded. The decision in favor was unanimous.

 

It was noted that Adel officials had another meeting scheduled for Wednesday, July 6, with the County to try and finalize the numbers. After that, an intergovernmental agreement will be brought back to the Council for their approval. The referendum election for renewal of the 1 cent SPLOST is scheduled for the Nov. 8, 2016, general election. Nov. 8 is the same date that Cook County voters will consider the referendum for renewal of the 1 cent Education SPLOST, as well as their candidate picks for U.S. President and for several other federal, state, and county offices.

 

Also during the Tuesday, July 5, meeting of Adel Mayor/Council:

Councilman Butch Fausett gave the invocation, followed by the Pledge of Allegiance.

Meeting minutes

Councilman Fausett made a motion to approve the meeting minutes of June 20, 2016, as presented. Councilman Jody Greene seconded with all in favor.

Downtown Development Authority appointment

The Council voted unanimously to appoint Dr. Michael McCartney to the Downtown Development Authority.

Electrical rate (JM Manufacturing)

City Manager Flythe reminded the Council that the City had passed a rate several months ago that asked JM to do several things that would save dollars for both them and the City of Adel.

 

JM has changed their production and shifted hours off peak. This has lowered both the City’s and the industry’s costs, Flythe said. “We advised them back then that if they executed these recommendations, we would share in that credit.”

 

June 30 was the completion of the first 30 days that JM has completed this.

 

Flythe noted that JM is using the same amount as far as consumption, but changed when they were on the City’s system peak.

 

Flythe said he will be coming back with a rate proposal that will benefit both the City and JM. “If we can reduce their transportation costs, they may consider bringing their next phase of operation here instead of somewhere else,” he added.
