The Cook County Board of Commissioners voted unanimously recently to approve matching funds for a fire equipment grant.
In an earlier fire grant award of $60,960, boots, gloves, hats, and hoods were not included. County Administrator Faye Hughes requested the additional funding of $19,152 to complete the sets of bunker gear and the funds were granted.
The total grant award will be $80,112 with matching funds of $6,240, providing 48 complete sets of bunker gear for the fire departments.
Commissioner Michael Dinnerman moved to approve matching funds for the fire equipment grant, seconded by Commissioner Debra Robinson. All Commissioners present voted in favor.
Also during the Monday, July 18, meeting of the Cook County Board of Commissioners:
Vice Chairman Dwight Purvis called the meeting to order and asked for a moment of silence for the police officers killed in the line of duty in Louisiana and Texas. County Administrator Faye Hughes led the invocation. The Commission Board led the Pledge of Allegiance.
Appointment
William Davis presented the board with a list of roads that needed repairs. Davis also offered his help to the Road Department and Board of Commissioners in any way regarding the repairs.
Soil Erosion Ordinance
The Commissioners went into a public hearing on the 2016 Soil Erosion Ordinance, presented by Zoning Administrator Chris Davis. There was no one who spoke in favor of or in opposition to the proposed ordinance. After the return to regular session, Commissioner Jeff Lane moved to adopt the Soil Erosion Ordinance as presented. Commissioner Michael Dinnerman seconded the motion, which carried with four yes votes.
5311 Rural Transportation Capital Contract
Commissioner Purvis moved to approve the 2017 - 5311 Rural Transportation Capital Contract (public transportation vehicles and small equipment) and approve the $8,829.77 match for vehicles. Commissioner Jeff Lane seconded the motion, which carried with four yes votes.
EMS Building - Lockers
Commissioner Jeff Lane moved to enter into a contract with Johnny Guest for construction of the EMS Building lockers; seconded by Commissioner Debra Robinson. The motion carried with four yes votes. Guest will be paid half of the project cost ($5,950 contract price) when the contract is signed. During the prior work session, the locker height was changed from 6.5 feet to 8 feet.
Safety coordinator
Commissioner Purvis moved to appoint Vicki Parrish as Safety Coordinator and Insurance Contact for the upcoming 2016-2017 year. Commissioner Dinnerman seconded the motion, which carried unanimously.
Cook County receives an annual safety discount on property and liability renewal for being a part of the ACCG Safety Coordinator program. This yearʼs discount was $9,592. Vicki Parrish has served as the safety coordinator since 2004.
Colquitt EMC easement
Commissioner Robinson moved to grant the easement request to Colquitt EMC for a 30-foot easement that would run 2,400 feet south on the Cook County Airport property. Commissioner Jeff Lane seconded the motion, which carried unanimously.
The easement will stop at the property corner of Cook County Airport Authority property and the O.B. Shroyer Trust property. Colquitt EMC will adjust the Countyʼs pole line at any time for future development at no cost to the Cook County Board of Commissioners or Cook County Airport Authority.
Chaserville-Massee VFD
ommissioner Purvis moved to sell the 300-gallon “slid-in” tank that was obtained through the Georgia Forestry Commission to Turner County for $304. Commissioner Jeff Lane seconded the motion, which carried with four yes votes.
The action was taken after Levy Rentz with the Georgia Forestry Commission discussed the requirements for surplus vehicles during the prior work session. He requested that the County sell the tank unit, which has not been put in service.

Futch Cemetery Road
After discussion, the Commissioners decided that the County will complete work on the right of way. The property owner will be required to sign an easement to do the remainder of the work.
EMS Building
After discussion with Building/Zoning Administrator Chris Davis, the Board made the following decisions regarding the EMS Building:
- Brick chosen: Williamsburg.
- Charge for additional paint colors was approved by the Board. The contractor will cover three colors, and each additional color will be $125 per change. - An interior decorator will assist in colors for carpet, baseboards, tile, cabinet, and floor; all will be presented to the Board for final approval.
- The plans omitted smoke detectors and carbon monoxide monitors; the board agreed to add.
- The Board agreed to add a light on each side of the front door vs. can lights under the canopy. - Appliances (within reason) that were measured for and picked out by Community Ambulance Manager Ken Morey were approved.
- Prices for insulation above the ceiling tiles will be obtained; roof insulation was too far along to stop the installation.
- Code requires two exit lights and emergency lights that were omitted on the plan. The Board agreed to add.
Contractor Brett Kelly later presented samples of concrete stain to the Board.
Courthouse pictures
The Board agreed to allow holes to be drilled in the lower level hallway of the courthouse to install pictures of Superior Court judges.
