During the July meeting, Cecil Mayor James M. Spencer Sr. brought up the 2016 Special Purpose Local Option Sales Tax (SPLOST) Intergovernmental Agreement to the Council.
Under the 2016 SPLOST renewal, Cecil would receive $82,500 over the six-year span for roads, streets, and bridges, general capital outlay, and recreation.
After some discussion, Councilman John Orr made a motion to sign the 2016 SPLOST Agreement; seconded by Councilwoman Constance Davis. All members voted in favor.

Mayor Spencer called the meeting to order. Councilman Williams led in prayer, and all participated in the Pledge of Allegiance. All council members were present.
Meeting minutes
Councilman Williams made a motion to adopt the prior meeting minutes. Councilman Orr seconded the motion. All members were in favor, so adopted.
Road resurfacing projects
The Council had to choose three roads for resurfacing. The Council decided on: (1) Old Coffee Road, from I-75 to Highway 41; (2) Main Street, from Railroad Street to North Street; and (3) Wetherington Street, from Old Coffee Road to Fellowship Road.
Nuisance properties, misc.
Councilman Orr said something needs to be done about the properties around town that are a nuisance and need desperately to be cleaned up. The Council decided a letter needs to be sent out to all of those property owners, and it should read in effect that if the owners donʼt clean up the properties, the City will and then place liens against the properties.
Councilman Orr also said Sylvester McMullion needs to spray around the lift station on Fellowship Road and try to spray the ditches if he couldnʼt cut them. It was also mentioned that it might be good for McMullion to put tar into the potholes before filling them with cold pack. It might help the fixes last longer.
The Council discussed buying a saw that attaches to the WeedEater. Mayor Spencer let them know that the dually needed fixing and the City had to get a new computer for the office. The clerk also let them know that two of the Cityʼs trailers were not dumping and have to be repaired.
This is a bad time to buy anything because there is not much revenue coming in for the City, according to city officials.
